In the recent 20 years,the world service trade is developing at a fantastic speed,with its trade value taking more and more shares from the whole value of the global trade value.In this situation,service trade becomes a focus of the countries all over the world.And the developed countries,esp. USA,have changed their attention towards service trade from the goods trade and strengthened the statistics of the international service trade. This article,starting from the U.S. relevant definitions of the statistics on service,made a deep research on its service classification,statistics facilities,statistical process and methodologies on “Selective service trade”, “Specialized service trade” and “Transportation”. In the second part, taking the development of world statistics on service trade as reference,the article made a comment on the US service trade statistics.In the rear part,as a conclusion of this article, what our country can learn from US is talked about.

本文通过对上海市统计局进行的外商投资企业统计情况进行实地考察和实证分析,结合目前世界上国际服务贸易统计的最新发展,着重阐述了完善我国国际服务贸易BOP统计,并提出了把BOP体系过渡到EBOPS体系的对策。

本文从外国附属机构贸易统计（ＦＡＴＳ统计）本身入手，介绍了美国国际服务 贸易内向ＦＡＴＳ统计和外向ＦＡＴＳ统计的具体做法，并着重研究了在国际上有争议 的几个ＦＡＴＳ统计问题：即附属公司的标准问题、统计对象范围与生产者行为／产品 分类问题以及ＦＡＴＳ的国别分类问题和美国采取的解决方案。

本文选择了中国等18个经济体,对跨境交付和商业存在两种模式下中国金融服务贸易的国际竞争力进行了比较分析,主要结论是:1.关于跨境交付的金融服务贸易,中国的竞争力非常差,处于18个经济体的最后一名;2.关于商业存在模式下的金融服务贸易,不论是与东亚经济体相比,还是与"金砖四国"的其他成员相比,中国的金融业都具备了较强的竞争力,但与发达经济体相比,还存在不小差距。最后,根据实证分析的结论,提出了提升中国金融服务贸易国际竞争力的对策。

本文研究了我国的国际收支统计体系（ＢＯＰ）和开展ＦＡＴＳ的基础情况。在这基础上，对我国国际服务贸易ＢＯＰ统计的情况进行了分析。通过对上海市统计局进行的外商投资企业统计情况和ＦＡＴＳ试点情况进行实地考察和实证分析，结合目前世界上国际服务贸易统计的最新发展，对我国国际服务贸易统计存在的问题和建立ＦＡＴＳ统计的难点进行了深入探讨。

本文通过比较中美服务贸易国际竞争力得出,中国附属机构服务贸易竞争劣势更甚于BOP形式,美国附属机构服务贸易竞争优势更强于BOP形式。鉴于附属机构方式是服务贸易主体形式,文章对美国附属机构服务贸易出口促进措施进行介绍,以期为中国通过鼓励服务业对外投资而提升附属机构服务贸易竞争优势提供建议。

美国国际服务贸易统计的特点包括 :统计对象确定的合理性、统计队伍的制度化和专业化、统计调查的法制化及调查表式的科学性、统计数据的应用性等方面 ,其成功的经验对我国建立健全服务贸易统计体系具有一定的借鉴意义。

The United States have played a role of vanguard and promoter in both of introducing the concept of “trade in services” and developing FATS statistics. Behind what have the US done for the international system of trade in services,there are its earlier develop advantage and the huge economic and trade benefit in its trade in services with the rest of the world.

本文阐述了建立我国国际服务贸易FATS统计应遵循的总体思路,并提出了我国的FATS统计指标可以分为四大部分:直接投资状况和国际收支,生产经营和财务情况,服务和货物的进出口情况,从业人员和劳动报酬。

目前,以商业存在这一方式进行的国际服务贸易在整个国际服务贸易中的比例已占到1/5之多。但是针对这一部分内容的FATS统计在我国还是一个空白。为了更好地发展我国的国际服务贸易,我国应该建立国际服务贸易FATS统计。本文提出建立我国FATS统计的总体原则,并针对FATS统计的机构设置、调查对象、调查方式、指标体系、数据处理等问题提出建议

MSITS2010对MSITS2002进行了修订和更新。MSITS2010对MSITS2002确立的概念框架进行了修订:更新了订立基础;明确了"服务"和"国际服务贸易"的概念;调整了手册的组织结构。MSITS2010对MSITS2002的主要内容作出了更新:调整了居民与非居民服务交易的主要组成部分;更新了扩大的国际收支服务分类(EBOPS2010)和ISIC国外分支机构类别(ICFA1.0)。MSITS2010是国际服务贸易统计工作取得的重大进展:发展了按模式分配国际服务供应价值,使其更具有可操作性;完善了自然人流动统计;规定了国际服务贸易领域新现象统计方法。

The conventional statistical meaning of international trade in services called BOP statistics was described in BPM5, which defines international trade in services as being between residents and non-residents of an economy. Based on GATS, the paper discusses the statistical universe of international trade in services and the content reflected by SNA (1993) BPM5 and MSITS (2002). It extends the meaning of trade in services to cover services delivered through locally established enterprises, and the corresponding statistics designated as foreign affiliates trade in services statistics.Also discussed in the context of trade in services covers services that are supplied by individuals temporarily located abroad. Moreover, we study the correspondings among kinds of classifications concerned and finally estimate the size of China's international trade in services according to GATS,which find that these years mode 4 develops quickly, and other modes are still the most part.

This paper elaborates the two definitions of international services trade,and compares the BOP statistical system and GATS statistical system. Based on these,it puts forward proposal improving statistical system for international services trade in China.

2010年8月1日新版《国际服务贸易统计制度》开始在我国正式实施。本文首先对《制度》所构建的服务贸易统计框架进行介绍,然后通过与《国际服务贸易统计手册》的比较,找出其与《手册》相关建议的差异之处并结合我国服务贸易统计存在的问题提出相应的建议。
