【摘要】The paper first measures the poverty line by three methods;then,using quati- tative and qualitative methods,analyses the issues such as characteristics and mobil- ity of poverty population,poverty households and poverty counties;finally,put for- ward the targets and the strategical measures of poverty-assistance in rural areas of Saanxi province in the Ninth-Five-Years period.
