【摘要】This paper firstly indicates the difficulties to develop the decaying industrial basis vigorously, by means of studying the situation of Northeast manufacturing in nationwide six administrative regions, with analysis of Northeast in the latest ten years. Then,we design a set of index system of comparative advantages to guide Northeast China's decaying industrial basis to regain its vigor by means of identifying its comparatively advantageous industries.
