【摘要】Total estimation with multi levels is the most troublesome problem for spreading sample survey method in the process of our governmental statistical system reform. The experts and scholars of this field concern it very much, as well as a lot of practitioners. In this article, the authors discuss the contradictory issue and review the existing approaches, then emphatically suggest a new ideal of small area estimation.
