【摘要】For a long time,measuring the productive efficiency for rail industry is an important and difficult problem.In this study,the DEA method is used to measure the overall productive efficiency of China railway industry.This paper attempts to identify the effects of Capital Manage Responsibility police on productive efficiency of The China railway units.The empirical results show that as a whole,the productive efficiency of railway systems may not significantly enhanced by the policy.But for some units especially those who have not have very busy lines are a significantly changed by the policy,finally suggestions are given that the plan maker should pay more attention to these units and improve their productive efficiency.
