【摘要】Based on the consideration of abnormal development of the old system of indicators,the excursion of weights and the influence of super stable indicators, the paper presents the theoretical foundation to construct a new system. With regard to the choosing of indicators and the relevant weights, it is very important to avoid the personal influence. Finally the author successfully establishes a new system of indicators to evaluate efficiency.
